   P : Q  = 3 : 5      =>  Q = 5 P / 3
   
according to the vector law of addition,   the resultant of forces:

     49² = P² + Q² + 2 P Q Cos 60
           = P² [ 1 + 25/9 + 2 * 5/3 * 1/2 ]

       P = 21 N
       Q = 5/3 * 21 N = 35 Newtons
