It is because there can be confusion as elements have same starting letter like copper and cobalt have same starting letter. so they named with starting two letters in which nation it is found or in latin.For example copper is named as Cu after Cuppurum
because many elements can start with the same letter. For example-
C-carbon
Co-cobalt
