People need a number system to be able to count items that are exchanged in trade agreements - sales. One needs to represent the quantity of items traded and cash involved. This is how number system developed. We use the decadic number system (decimal number system).
Computer uses a binary number system, and hexadecimal number system. Engineers use these systems to document programs, data stored on the computer storage systems.
