Ancient India had many regions. Each region was ruled by kings. We had a monarchy system.   The kings had a set of ministers and one prime minister.  There were armies to protect the people and the king.  

There were representatives of people and prominent scholars present in the court of the king.  They would assist the king in decision making and making of law.  The representatives were appointed by the king, in general.  The court functioned as the law making body.
