Most of the proposed reforms can be achieved at least in part by legislation, though some require amending the U.S. Constitution. The Supreme Court ruling in Citizens United and related decisions would require a constitutional amendment to change, and several have been proposed. Similarly, some proposed system for campaign finance and / or restrictions on campaign contributions have been declared unconstitutional; implementation of those changes could require a constitutional amendment. However, many other reforms can seemingly be achieved without a constitutional amendment. These include various forms of public financing of political campaigns, disclosure requirements andinstant-runoff voting. Even the undemocratic nature of the Electoral College could apparently be eliminated without a constitutional amendment, as outlined below.
