The first meeting of Constituent Assembly was held on December 9, 1946, which was boycotted by Muslim League. After the passing of Independence Act,1947 the Muslim League members withdrew from Constituent Assembly which reduced the strength of Assembly to 299 as against 389 which was originally fixed.
