Answer:

a.) Assertion: The Vice-President / Chairman of Rajya Sabha cannot vote on any issue in the house.

Reason: The Vice-President is not a member of the house.

**Option (A)** is correct. Both (A) and (R) are true, and (R) is the correct explanation of (A). The Vice-President of India, who is the ex-officio Chairman of the Rajya Sabha, does not vote on any issue in the house because he is not a member of the Rajya Sabha. He only has a casting vote in case of a tie.

b.) Assertion: India is a democratic state and a republic whereas England in spite of being a democracy is not a republic.

Reason: In India, the head of state is hereditary whereas in England the head of the state is an elected head from amongst the people.

**Option (C)** is correct. (A) is correct but (R) is wrong. India is a democratic republic where the head of state (the President) is elected. England (part of the United Kingdom) is a constitutional monarchy, where the head of state (the monarch) is hereditary, not elected.
