This is because .. cotton has many.. free spaces inside...and air is trapped there...when we keep the ''Lump of Cotton wool'' and it shrinks...this is due to the Vol. of. cotton decreases and the air escapes out... due to which it shrinks down.
We can find that cotton wool have small holes that allow the flow of water.And the water thus entered will bind the cotton and makes it stick together.
