area of trapezium =  [tex] \frac{1}{2} * (sum of parallel sides) * height[/tex]
                128 cm^2  =  [tex] \frac{1}{2} * 32 * h [/tex]
                 128 / 32 = [tex] \frac{1}{2} * h[/tex]
                  [tex] \frac{2*4}{1} = h[/tex]
      therefore h =  8 cm 

so formula for area of trapezium(A) =  [tex] \frac{1}{2} [/tex] x sum of parallel sides(S) x perpendicular distance between parallel sides (P)

so here S = 19 + 13 cm = 32 cm

A = 128 cm²

P =  ?

so 128 = [tex] \frac{1}{2} [/tex]  x 32 x P

⇒  P = [tex] \frac{128*2}{32} [/tex]
