Yes, it is possible to carry a charge of 20mC. The smallest unit charge is 1.6×10⁻¹⁹C. So we can accumulate enough particle on an object which would make 20mC. It may not be exactly 20mC but the difference would be very negligible as 20mC is much larger than 1.6×10⁻¹⁹C.
   20 mc  means  20 milli coulombs ?  or 20 million coulombs ?

   20 milli coulombs is normal. A battery AA or AAA  pen cell carries an accumulated electric charge of  1000 Coulombs which it discharges in a few hours for small electronic gadget.
   This amount of charge is not dangerous, perhaps , at a small voltage  like 2 V etc.

   20 million coulombs will be a lot of charge and it is dangerous.  It can induce charges in other substances and create a high potential difference.  That can result in sparks.
